The Neutral Forces are basicly the civilians of the universe. They have no overall leader, do not take orders and simply wish to live.
Army wise, the Neutral Forces are unarmed. being mostly made up of working class planets and sectors, only the richest stations have any kind of defences.
Because of their lack of defences, they are prime targets for pirates, and are the Tooth and Claw's primary income source
